Legendary Upgrading – Don’t forget that you can upgrade rare (yellow) items into legendaries now.Save up your Obols from the aforementioned public events, and then a round of gambling will often get you at least one legendary in a specific slot for every few hundred Obols you sink in. Obol Gambling – The new shard gambling.If you complete a bonus objective you will get a better quality chest which includes more Obols, but also I’ve gotten a fair amount of legendaries from those. Mastery Public Events – These are those red circle activities you see on the map.They are tough to hunt down and kill, but it’s always worth it. Treasure Goblins – They have been buffed from the beta and I swear it’s now something like an 80% chance for them to drop a legendary.The Best Early Legendary Sources – Obviously I am not talking about endgame content and farming here, but if you want to start seeing more legendaries from level 20-30 on, here’s where I’ve found the most, and it’s not from elites, as those drop rates are pretty low.
